I like to think Grounder and Scratch were taken off Sonic duty, but were reassigned to guard a warehouse of unfinished inventions or something.

Robotnik doesn’t consider them his kids, so they’re more like cousins to Sage and Metal. On one hand, you might think they’d be jealous of them for being Robotnik’s favorites, but on the other they’d probably just be excited to have new cousins.
