After our investigation into Wausau's budget documents, alders are calling for an outside audit of how the city prepares its budget — something Wausau apparently hasn't done in decades. Some of them told us they didn't know what the budget's 'history' tables actually contained when they voted on them. Not one council member opposed a review. We asked all 11. Marathon County billed jail inmates $485,880 in fees last year. It collected $116,472 — about 24 cents on the dollar. Sheriff Chad Billeb told county supervisors that's not a collections problem, it's the population: only about 10% of the jail's inmates are sentenced, and only sentenced inmates pay the fees. Many of the rest are indigent. Raising the rates, he said, would just "make that debt number look a lot bigger." The same review turned up something else: the jail spent six months this year charging the wrong daily rate — and the rate it charges now still doesn't match the county's own ordinance. The county says a fix is coming next month.
