One of my biggest bugbears in trans discussions is people saying transitioning when they mean medically transitioning. A person who has changed their name and pronouns and is living day to day or even just part of their life was their true gender but isn't on hrt is still transitioning. They just aren't medically transitioning. That person has transitioned, they have made changes in their life in an effort to be seen as their true gender. To call that person "non transitioning" because they have not started hrt or had surgeries is frankly, transphobic.
By the same token, a person on hrt who is forced for whatever reason to go off of it is not detransitioning, they are being forcibly medically detransitioned. The distinction is important. It is vital to distinguish between someone choosing to go back to living as the gender that lines up with their saab, i.e. detransitioning and someone being denied their right to medical transition. Most people forced off of hrt are not going to detransition, they will continue to live as they did before while suffering from being denied nessesary care. This is going a bit off topic now, but I think we should also do more to distinguish between people who chose to detransition freely because the way they feel about their gender has changed and people who detransition due to lack of support and violent transphobia. Lumping the two together tends to confuse discussions about detransitioners a great deal.
All that to say, a majority of trans people will seek out some some kind of medical transition, but the people who do not, or haven't yet, or are unable to are all just as trans as those who do. Medical transition is vital and lifesaving but it is not the only aspect of transition that matters.
