Governors and President: There is a possibility of constitutional crisis due to imposition of time limit- Center

New Delhi : The central government has argued in the Supreme Court that setting deadlines for governors and the President to decide on state bills could upset the constitutional order. In written arguments filed through Solicitor General Tushar Mehta, the Center warned that such deadlines would harm the delicate balance of separation of powers and could create "constitutional chaos" .
What is the matter?
The case involves 14 constitutional questions referred by President Draupadi Murmu under Article 143, which a five-judge bench of the Supreme Court will begin hearing from August 19, 2025. The Centre argues that the Supreme Court's April 8, 2025 decision, which for the first time imposed a binding deadline on governors and the President to act on bills, could undermine the constitutional framework. The Centre said that even the Supreme Court's extraordinary powers under Article 142 cannot override amendments to the Constitution or the intent of its makers.
There should be no “unnecessary judicial interference”
The Solicitor General stressed that the offices of Governor and President are “politically neutral” and embody “high ideals of democratic governance”. Mehta argued that there may be some problems in the bill assent process, but these cannot be used to “subjugate” the high office of the Governor. He said that such lapses should be resolved through political and constitutional mechanisms, and not through “unnecessary judicial intervention”.
A bench headed by Chief Justice Bhushan R Gavai and comprising Justice Suryakant, Justice Vikram Nath, Justice PS Narasimha and Justice Atul S Chandurkar will hear the case. This case can have a profound impact on constitutional powers and autonomy of governance.

Congress termed the government's decision as 'criminal negligence'
Siddipet: Former minister T Harish Rao on Sunday termed the Congress government's decision to release Godavari river water from Yellampalli reservoir into the Bay of Bengal as 'criminal negligence'. Speaking to reporters, Harish Rao alleged that the government was deliberately not lifting water into the reservoirs under the Kaleshwaram Lift Irrigation Project (KLIP) to defame former chief minister K Chandrasekhar Rao and BRS for political gains. Citing over 1.5 lakh cusecs of water arriving at Kadam reservoir on Sunday morning, he said the government could lift 2 TMC ft of water daily from Yellampalli by running the Nandimedaram pump house. He alleged that seven motors were available to lift water from Yellampalli to Mid-Manair, but the Congress government was running only three .
They can punish BRS leaders if they want: Harish
Harish Rao urged the government to pump at least one TMC feet of water from Mid-Manair to Annapurna, Ranganayaka Sagar, Mallanna Sagar, Kondapochamma Sagar and Baswapur reservoirs to meet the yasangi needs of the farmers. He said the area under cultivation had already reduced during Vanakalam due to the government's negligence. "They can punish BRS leaders if they want, but not the farmers," he said. He demanded that the government divert water to Mid-Manair by opening the gates of the SRSP flood canal. He said power supply was not a constraint as all the plants on the Krishna river were operational.

Dam safety: The fate of Asifabad's Kumram Bhim irrigation project depends on nature

Storage capacity is 10.393 TMC
Kumram Bheem Asifabad: The fate of the district's lifeline, the Kumuram Bheem irrigation project , has been left to nature for the past two years. This major irrigation project was constructed in 2011 at an estimated cost of Rs 748 crore at Peddavagu in Adda village of Asifabad mandal , with a storage capacity of 10.393 TMC. About Rs 548 crore has been spent so far on the construction of the project and canals. The project was built to irrigate 45,500 acres of land in both Asifabad and Sirpur (T) assembly constituencies.
To protect the dam of the project, which had developed cracks allegedly due to shoddy work, large polythene covers have been used for the past two years to prevent potential damage to the structure. The authorities have been left with no option but to rely on the covers to prevent any damage to the irrigation project due to heavy rains in the monsoon.
The attention of the officials was urgently needed
The project was in dire need of attention from the officials, who delayed the work citing lack of funds to repair the dam. Irrigation officials finally started the dam repair work in 2024 by spending Rs 5 crore. Collector Venkatesh Dothre, who inspected the project, expressed displeasure over the slow progress of the work and directed the officials to complete the repair work by October 2024.
The project will have plenty of water
The dam repair work is still going slow, reportedly due to a delay of over a year in the release of funds. Polythene covers are still being used on the dam to prevent it from breaching, as the project is expected to receive abundant water this monsoon. The district received an average rainfall of 627 mm from June 1 to August 8 against the normal rainfall of 628 mm. Farmers in both Asifabad and Sirpur (Tamil Nadu) areas had high hopes from the project. However, the project did not live up to their expectations, so they are dependent on borewells and drains to irrigate crops. They say that if water from the project is given for agricultural needs, they can easily grow two crops in a year.

Saurabh Gidoli, a resident of Haryana, is another prominent henchman of the Bhau gang. He has been involved in crimes like extortion, firing, and murder. His role in the firing at the shop of confectioner Mathuram in Gohana and demanding extortion of crores came to light, which brought the Bhau gang into the limelight for the first time. He has not been directly named in the Elvish case, but his involvement as an active member of the gang is possible.
Details of the attack
On 18 August 2025, at around 5:30-6:00 am, three bike-borne men opened fire at Elvish's house in Gurugram. CCTV footage showed two assailants firing bullets. Several empty shells were found on the road. Elvish was out of town at the time. His father Ram Avtar called it a conspiracy and said he had not received any threats. The Gurugram police launched a forensic investigation and seized CCTV footage. The search for the assailants is on.

Elvish has a long history of controversies: – 2023 : Received a ransom of Rs 1 crore and death threats. One accused arrested from Gujarat.

– Assault : Accused of assaulting and threatening YouTuber Sagar Thakur (Maxturn) in 2024. Gurugram Police issued notice.
– 2025 : Ghaziabad court orders FIR against Elvish and associates for threatening complainant in snake venom case.
The Himanshu Bhau gang claimed that Elvish ruined many families by promoting betting. The gang also warned other influencers to stop promoting betting.
The gang of Himanshu Bhau, Neeraj Faridpuria, and Saurabh Gidoli carries out criminal activities in Delhi, Haryana, and Rajasthan. Despite operating from the US, the gang carries out crimes in India through minors and local henchmen. The attack on Elvish seems to be part of their anti-betting campaign. Chhattisgarh: One soldier martyred, 3 injured in IED blast

According to local officials, this IED was planted by Naxalites, due to which there was a blast in the area. Giving information about the blast, a senior officer said that this blast was seen near Indravati National Park this morning.

According to the officer, a team of DRG and state police jointly launched an operation against the Naxalites on Sunday. During this, the Naxalites had planted an improvised explosive device (IED) on the road. When the team of security forces reached the spot, a loud bomb blast took place in which the soldier was martyred.
According to the police, DRG jawan Dinesh Nag lost his life in the blast and three jawans sustained serious injuries. The injured jawans are being taken out of the jungle after providing them necessary treatment. After the blast, security forces have cordoned off the entire area.
The condition of the injured jawans is out of danger

Last week also, a DRG officer was injured in a blast of pressure IED planted by Maoists in Bijapur district. This incident took place on Thursday (14 August) afternoon in the forest of Indravati area within the limits of Bhairamgarh police station. At that time, a joint team of two units of the state police (DRG and Special Task Force) was out on an anti-Naxal operation.

24 people died, many missing
Islamabad: Heavy rain has caused massive destruction in many parts of Pakistan . At least 24 people have died so far in incidents of flash floods and landslides due to rains for the last two days, while many people are still missing.
The situation is so serious that roads have been broken, bridges have been washed away and the water level of rivers is rising rapidly, causing difficulties in rescue and relief operations .
Khyber Pakhtunkhwa and Gilgit-Baltistan suffered the most damage
The worst affected areas include Khyber Pakhtunkhwa and Gilgit-Baltistan provinces. Many houses have been damaged in districts like Lower Dir, Bajaur and Abbottabad in Khyber Pakhtunkhwa. Nine people died and more than 17 people are missing in Bajaur district alone due to floods caused by cloudburst.
Similarly, eight people have lost their lives due to heavy rain and landslide in Gizer district of Gilgit-Baltistan. Dozens of houses, schools and health centers have been completely destroyed in this disaster.
Tourists and locals stranded, traffic halted
People are reported stranded at many places due to the disaster. More than 600 tourists in Neelum Valley are stranded near Ratti Gali Lake as bridges have been washed away and roads have been damaged.
The Karakoram and Baltistan highways have also been closed at many places, bringing traffic to a complete standstill. The water level of the Neelum river is constantly rising, due to which families living in low-lying areas have been warned to move to safer places.
The government gave instructions to speed up the relief work
Considering the seriousness of the situation, Pakistan's Chief Minister Ali Amin Gandapur has directed all the affected districts to remain on high alert and use all their might in relief and rescue operations. Officials of Malakand and Bajaur have been asked to personally monitor the situation.
An army helicopter has also been sent to help in the rescue operations. The administration has appealed to the people to avoid unnecessary travel and take extra caution, especially in hilly areas.

It is believed that Lord Krishna's parents Devaki and Vasudev, who were troubled by Kansa's torture, were finding it difficult to spend each day in jail .
On the day Lord Krishna was born, Mother Deviki and Lord Vasudev did not eat or drink anything. They remained hungry the whole day and kept praying to God to get them rid of this problem. To share their grief, many people of the city fasted and prayed to God. This is the reason why even today devotees observe fast on the occasion of Shri Krishna Janmashtami.

According to Skanda Purana, Maharaja Ugrasen ruled Mathura in Dwapar Yuga. King Ugrasen was dethroned by his son Kansa, who himself became the king. Kansa had a sister Devaki, who was married to a man named Vasudev. Kansa loved Devaki very much. When Devaki got married to Vasudev, Kansa became very sad and drove the chariot himself to send his sister off to her in-laws' house. But then a voice from the sky said, 'O Kansa! The eighth son of the Devaki whom you are going to send off with great love will be your death.' Hearing this, Kansa became angry and he grabbed Devaki's hair and threw her down from the chariot.
Kansa took a vow to kill the 8 sons of Devaki
Kansa thought that if I kill him, he will not have a son and I will not die. Seeing Kansa doing this, Vasudev got angry but as a solution to this, he suggested to Kansa that you need not fear Devaki, when the time comes, I will myself hand over Devaki's eighth child to you. On his advice, Kansa's anger subsided. Kansa knew that Vasudev did not lie. Kansa accepted Vasudev's advice and imprisoned Vasudev and Devaki and put strict security.
Shri Krishna was born as the eighth son
When the time came, Kansa killed all seven children of Devaki one by one. When the time came for the eighth child, Kansa tightened the security. Shri Krishna was born on the eighth day of the dark fortnight of Bhadrapad month in the Rohini constellation. At the time when Vasudev and Devaki gave birth to a son, by chance a daughter was born from Yashoda's womb, who was nothing but 'Maya'.
As soon as the child was born, there was a bright light in the room of Devaki who was imprisoned and Lord Vishnu appeared in front of her. He told Vasudev that I have come in the form of a child as your child. You leave me right now at the house of your friend Nandji in Vrindavan and bring the girl born there and give her to Kansa.
The shackles opened on their own
On hearing this order, Vasudev placed the newborn baby in a basket and left the prison and crossed the vast Yamuna and reached Nandji's house. He was very surprised to see the miracles happening on the way like the guards fell asleep on their own, the shackles on their hands opened, the surging Yamuna river was also giving way for them. After crossing the Yamuna river, Vasudev put the newborn baby to sleep with Yashoda and came to Mathura with the girl.
Destruction of Kansa by Lord Krishna
When Kansa got the information that Vasudev and Devki have given birth to a child, he went to the prison and tried to snatch the newborn girl from Devki's hand and throw her on the ground, but the girl flew in the sky and said, "Oh fool, what will happen by killing me? The one who will kill you has reached Vrindavan. He will soon punish you for your sins." Hearing this, Kansa became very angry. He tried to kill the child Krishna many times but could not do so. Finally, when Lord Krishna reached his youth, he killed Kansa.

Hyderabad: The Cyberabad police raided a farmhouse at Bakaram in Moinabad of Rangareddy district in the wee hours of Friday and busted a birthday party attended by over 51 guests, mostly from African countries, mainly Nigeria. Foreign liquor and narcotics were reportedly consumed at the celebrations that began on Thursday evening .

Adilabad: The 79th Independence Day was celebrated with patriotic fervour and zeal in the erstwhile Adilabad district on Friday. He said 23,075 new ration cards were issued to eligible beneficiaries in the district, while 4.33 lakh women got the benefit of subsidized LPG cylinders. He said 70.11 lakh farmers in Telangana were given Rs 6,000 per acre under the Indiramma Raitu Bharosa Scheme. He said 3,500 houses were sanctioned in the district under the Indiramma Awas Yojana. Similarly, Harkara Venugopal, another advisor to the state government, Telangana Legislative Council Deputy Chairman Dr Banda Prakash and Telangana Finance Commission Chairman Sircilla Rajaiah hoisted the tricolour at Adilabad, Mancherial, Kumram Bheem Asifabad and Nirmal district headquarters respectively as part of the 79th Independence Day celebrations. Meanwhile, Khushboo Gupta, Project Officer of Integrated Tribal Development Agency (ITDA)-Utnoor, hoisted the national flag at Utnoor Mandal Centre. He said the agency was striving to transform the lives of tribals in many aspects.
