Is Casper considered adopted by Stretch when he was alive or is he his bio dad?
No, but for realisies, in my version of the canon, Casp got adopted by J.T. and Stwetch is his bio dad. They're twins so Casper could pass off as J.T.'s kid without a question, not to mention his wife barely leaving the house due to Mystery Sickness so if a kid randomly popped up nobody really questioned a thing.
And of course the staff knew better than to tattle.
