Hello, Anon! Unfortunately, Ultio is just as mysterious as it is for you as it is to us old players. 😅 You can't find information on them because, well, there are not much information about them in the first place.
You said you're new, right? I can list a few things about Ultio that we already know but it will have spoilers up to the sixth episode of Season 2 so please only proceed on your own discretion!
Ultio's main thing is that they are the house who's in charge of Darkwick's containment facilities.
The ghouls from Ultio are Enzo Natori (4th year, Ultio's Captain) and Shiki (3rd year). Both are currently on probation. Rui was originally sorted into Ultio before he was afflicted with the Shinigami Curse and moved to Obscuary.
Ultio's stance is heavily implied to be that of the Sympathizer faction (i.e. they're aligned with Darkwick/Institute) and seems to be the root of their conflict with Clementia.
The murder of the first year Ultio general student, Irori Tomura, was the catalyst for the Clash happening last year. Ultio and Clementia suffered heavily due to being the main perpetrators. As punishment, Darwick dissolved both of these houses.
They have their own prison that can be accessed through the lake of Hotarubi. It was used to imprison Lyca and later Alan at the end of Season 1. Alan noticed that this prison is still used frequently even though Ultio is supposedly defunct.
Those are all the information about Ultio from the top of my head! If anyone reading this notice I got my facts wrong or if I'm forgetting anything, please feel free to add!

So yeah, here we have that Haku wasn't in direct contact with Shiki and used Rui as a middle man. Since we know Haku was in Clementia, it means Shiki was in the only remaining house - Ultio
Here we have Haku and Rui discussing the state of Clementia's dorm. Haku says that "those dissidents sure don't pull any punches" which implies that Clementia was thrashed by the dissidents, which would imply they were loyalists
As mentioned before, Ultio and Clementia can't be on the same side. OP's original speculation used the fact that Ultio was in charge of containment facilities, which is valid, but then again, it all started with Ultio general student getting killed, so I imagine that was the turning point for Ultio, when they decided that maybe the way Darkwick and the Institute are running things isn't so good after all and that's why they rebelled. Also, would explain why they were shut down (wonder why Clementia was shut down, though, if they were loyalists. Dionysia was shut down, because the ghouls attempted to desert iirc)
Another point was that dissidents are usually against how the Institute treats the anomalies, which sure is true for Hotarubi and most likely the reason why they joined the dissidents, BUT another one of the confirmed dissident houses is Mortkranken and I don't think they mind that much, especially given how they keep that mermaid of their... with that, I think the main factor remains being pro- or anti-Institute/Darkwick, with Hotarubi being pro-anomalies just being a reason why they're anti-Darkwick
So yeah, I think Ultio was on the dissidents' side. Of course, it's all still a speculation, so if I got something wrong or you have some new evidence or counter-evidence, please, correct me

Because Clementia is still one of the main perpetrators for The Clash. It doesn't matter where you stand一even when you're technically supporting Darkwick一if you dare make a mess, you're next on the chopping block.
Need to re-read again to confirm but Frostheimers aren't allowed to mingle with Vagastrom students because they're Dissidents but iirc, Kaito wasn't as opposed to visiting Hotarubi (when they're investigating the demon arm) as when he realized they'd have to ask around Vagastrom students一even though Hotarubi is also Dissident. Is this because Haku (former Frostheimer) is there? 🤔 Or is it because Jin and Tohma don't think Hotarubi is "threatening" enough?
In Season 2, we found out that Frostheimers aren't allowed to be buddy-buddy with Dionysia either which implies that Dionysia might be more Dissident-aligned?
Or is this ban is less about Sympathizer-Dissident and more about not allowing Frostheimers from interacting with people from houses that might threaten Frostheim's position in Darkwick? Because we all know how big of a difference it is when Dionysia is reinstated VS when it's not.

Jin is like onion where you can peel layers and layers of his character and he'll make you cry while you're at it but... beneath all of that is actually love and compassion.
Whether you think this "love and compassion" will be worth all the pain and frustration is still up to you to decide though.
I think, the reason why Jin made Luca take his place as the cowherd in the first place is because he's testing him.
Without Jin and Tohma, either Luca or Kaito will have to assume the Captain position once the new academic year begin and Jin isn't so irresponsible as to leave his house on the hands of someone deemed incompetent.
(Yes, we know that the "Captain and Vice-Captain must be ghouls" rule will be dissolved next academic year but technically, that hasn't been decided yet.)
Jin have been trying to assess both Luca and Kaito's abilities ever since Season 1, actually. That's why during the Dragon Triangle mission he allowed them to move alone, letting them explores the Hringhorni, and made them participate in combat against the Dragon Triangle guardians.
The Unfathomable Triangle - Chapter 30
Tohma didn't think the second-years are competent enough but Jin insisted both Luca and Kaito had to participate. After all, Jin must see how they fare in action before he can deliver fair judgement.
In Season 2 though, it seemed like Jin wanted to focus on Luca. When they chose him as one of the cowherds, Jin decided this is a good opportunity to see how Luca will fare in a mission alone. While the mission looks like a great chance to break MC's curse, I don't think Jin expected much out of it. Success mean MC's curse is broken and Jin can safely trust Frostheim to Luca. Failure mean nothing's changed and Jin just had to find another way to break MC's curse. He has nothing to lose, really.
That's why Jin can placidly gave up his position to Luca, unlike back in Season 1 where he was really mad that MC didn't ask for his help for something as crucial as the Kyklos capture mission.
Tohma trusts Jin's decisions but he doesn't trust Luca yet一he trusts neither he or Kaito are capable enough, even back in Season 1. That's why Tohma keep asking to make sure that Jin is actually okay with sending Luca. Even discreetly preparing the cowherd outfit for Jin, just in case.

Alas, Tohma's doubt were proven correct as Jin had to step in to assume his original role一much to Luca's own shame.
Luca may failed his original task but Jin still gave him chances. Which lead them to this...

"If you don't give me a reasonable explanation, I cannot follow your orders." But if you put it another way, that means Luca will follow ANY orders he deemed "reasonable".
By this point, we are all aware of how deeply ingrained the Errant family ordinance is in Luca's mind. He'll follow everything that he was taught of but indoctrination is unfortunately still indoctrination, even when the idea planted is something as chivalrous as, "You must always protect the weak."
Blindly following a set of rules simply because they're "morally right" won't make you a good leader一you still need to think and decide for yourself. Otherwise it could cloud your judgement, making you lose sight on what's really important. Back in Season 1, Kaito had to hit Luca with something quite harsh to snap him back into his senses.

Cosmic Connection - Chapter 36
People were dragging Jin for pulling his sword against a child but I need you all to notice that once Luca provided him with a satisfactory answer, Jin immediately backed down and let his kouhais handled the situation with the Sky King by themselves. Jin literally never intervened again until they're back on earth.
I know Jin isn't the most easily digestable character in Tokyo Debunker but we're already at Episode 7 in Season 2 (~30 episodes in total), I think people need to pay more attention and realize that Jin have never made a move without any significant intention behind it.

Sometimes I wonder if I interpret Jin's character differently compared to the general populace and that's why I like him but also wondering if I'm just interpreting his character conveniently, in way that I would personally love and I am, in fact, too blinded by my own rose-tinted glasses to see what the writers are trying to actually tell with his narrative一it makes my head hurts so I stop thinking about it all together. All I know is that I still love that bum's ass.
