Map the infrastructure that ICE depends on. Publicize their vulnerabilities. Popularize simple, reproducible ways to impose consequences every time that ICE inflicts harm on a community. Don't just react to their attacks—choose the time and place of confrontations. Take the initiative.

Korra disregards rules and breaks them all the time!

Petty disobedience is not a significant factor.

And Aang is kind and sensitive type!

You're making the critical mistake of thinking "Good" and "Nice" are the same thing. They aren't. Disposition is irrelevant.

When things get important, Korra is determined to do things "by the book." Out of every Avatar, she's the biggest stooge of authority figures. It isn't until after the villain breaks "The Agreement" that she starts throwing those things away.

As the series progresses, Korra becomes more and more of a stickler for "The Rules." When Raiko demands she leave Republic City, she does. When the Earth Queen jerks her around, she doesn't offer anything more severe than yelling at her. And when Kuvira is on her bullshit, Korra's determined to sort things out diplomatically, and when that doesn't work she fights her 1v1 in an honor duel.

That notion of honor, of "sticking to your word" is extremely important to Korra, and she becomes openly angry when others don't do that.

Aang, conversely, lives by the Air Nomad beliefs to the letter, and is unwilling to ever deviate from them. His only argument against killing the Firelord is "but the monks taught me-" and he's always talking about the monks' wisdom whenever he's in conflict with other characters. He becomes upset when he's told to hide his arrow from the Fire Nation, and physically recoils from the idea that the Air Nomads could be wrong about something.

Aang's entire morality is "Air Temple Rules" and he is extremely rigid and unyielding regarding them.

Furthermore, Aang is prone to acts of selfishness, ego, and other self-serving tendencies. All done in the bounds of Air Nomad Culture, but the rules are more important to him than "doing good."
