Health Plan Enrollment in the Capitated Financial Alignment Demonstrations for Dual Eligible Beneficiaries
There were nearly 355,000 dual eligible beneficiaries enrolled in capitated financial alignment demonstrations in nine states as of June, 2015 (Figure 1). Â These states include California, Illinois,Massachusetts, Michigan, New York, Ohio, South Carolina, Texas, and Virginia. Â Over 1.3 million beneficiaries are estimated to be eligible to enroll in the demonstrations in these nine states. Â All states that currently have demonstrations approved by CMS have now started to enroll beneficiaries, with the exception of Rhode Island, whose demonstration was approved in late July, 2015, and enrollment will continue over the coming months. Â In addition, Colorado and Washington are enrolling beneficiaries in managed fee-for-service (FFS) demonstrations, and Minnesota is implementing an administrative alignment demonstration using Medicare Advantage Special Needs Plans for Dual Eligible Beneficiaries.

Medicaid Managed Care Market Tracker
More than half of all Medicaid beneficiaries nationally receive most or all of their care from risk-based managed care organizations (MCOs) that contract with state Medicaid programs to deliver comprehensive Medicaid services to enrollees. Although not all state Medicaid programs contract with MCOs, a large and growing majority do, and states are also rapidly expanding their use of MCOs to reach larger geographic areas, serve more medically complex beneficiaries, deliver long-term services and supports, and, in states that have expanded Medicaid under the Affordable Care Act (ACA), to serve millions of newly eligible low-income adults.
