The factor is not the frequency of use, but simply the ability of the tag wranglers to get around to it. There are far more people creating tags regularly than there are tag wranglers, and tag wranglers are usually assigned to fandoms that they are more familiar with so that they better understand the new tags being created, which means that some fandoms have far more tag wranglers than other fandoms. Larger fandoms also have more people making new tags or using non-canon tags so frequently that even if there are a lot of tag wranglers, it's harder for them to keep up with the authors.

In addition to this, some tags are similar enough to other tags that they simply end up being connected to that tag, rather than canonized themselves—though, sometimes, AO3 will get around to them after time and decide that they deserve to have their own canon tag.

There’s just something just so evocative and charming about nature reclaimed robots! This is a robot from the Ghibli film Laputa, a little broken, and partially overgrown, but enjoying seeing life happen around him.
