Kansas police officer Matthew Honas was called about a 12 year old autistic boy who ran away from home. After cuffing the boy and putting hom in the back of the cruiser the officer hog ties the boy- an act banned by most police departments and deemed illegal in the 10th circuit (where Kansas is located) and police have lost qualified immunity for hogtying suspects. It is considered lethal force is positional asphyxiation is common when hog tied. The boy was threatened with additional tasing even though he was cuffed and not resisting. The officer also applied pressure points behind the boys jaw and other "pain compliance techniques" although the officer never gave the boy orders or commands. According to the police's own reports, this appeared purely punitive and had nothing to do with gaining compliance. The police officer also turned down back up that was en route to the location, suggesting he not only had full control of the situation, but also didn't want witnesses or didn't want to not have an excuse to torment this child. He threatened the child that it was going to get much worse for him when the other officer showed up- even though he refused the backup.
