why is it considered a time of impurity?
the menustrual blood is what is considered impure and because it is always on the body during that time the individual becomes unclean. Before prayers there are certain things you have to do (that is what wudhu is, it is the act of washing major body parts before praying) and even with this the person still can't be clean. It may not be easy for the woman to pray with cramps and such so eliminating the act of praying will bring ease to the females life and Allah does not implement anything that seeks to cause anyone discomfort. You can still ask God for help with things and such and recite verses at the time but the act of praying itself no. sorry for the long response!
