Hojiro seems like a smiley guy. I'm, of course, getting this from absolutely nowhere. I imagine his admiration for Itachi began when they were kids.
Their moms often hung out together - in fact, that was likely the only chance he got to see Itachi since he refused to go over his house or allow Hojiro over. Hojiro grew up an only child with just his parents, and was constantly bored all alone. Hence why he thrived at the park and school as he got older.
But the one thing that hyped him up like no other was Itachi Zametora. His- by imagination and hopeful wishing only- older brother. They're, of course, not actually related, but by Hojiro's logic as a child, if he did become his brother, they'd have all the time in the world to play together.
As Hojiro got older, Itachi's intentional neglect of him and others shattered Hojiro's hopes. Even so, he rationalized that he WAS getting older. His childish brother wishes couldn't last forever. As he grew up, he shifted those wishes to simply wanting to become like Itachi.
Strength-wise, Itachi was usually one of the tops in class. He was great at sports and leadership, and so on and so forth. This is a reason why Hojiro is the outspoken and helpful person he is. In his mind, I'm sure that he puts all of Itachi's good traits on a pedestal and blocks out any negative trait he could have.
This makes Hojiro a better person, and by no means is Itachi a bad person, but this will leave Hojiro in for an awful surprise if he ever does allow himself to learn about Itachi's many flaws.
