My thought on the situation is unfortunately transphobia. Knowing nothing about your looks or presentation normally the conclusion I would come to is that having a shaved head gives these people less to hold onto (figuratively, no pun intended) when it comes to transness. They're treating you like they would treat other men having othered you previously for some perceived fakeness on your part.
I hope I expressed this in an empathetic or least not bigoted way, and I hope whatever the reason people can stay this way however you keep your hair from the point forward
