Okay, so think about dfab Wesley always wanting to transition but never being able to due to lack of resources and money (not without a lot of unnecessary questions being asked), along with the fact that his family would never be accepting of him being trans (or even queer). When he meets Fisk, Fisk can tell there's something not quite right but he can't put his finger on it right away. It's a while before Wesley trusts Fisk enough to confide in him, half expecting to be laughed at or insulted. Fisk, however, knows what it's like to be deeply unhappy and forced to be someone he's not (he can thank his father for that one), and he genuinely wants to help out in some way. He offers Wesley a job as his assistant, along with plenty of funds with no more questions asked so that he can finally transition and be the man he's always wanted to be. By doing this, Fisk feels that he isn't the same as his father had been, and he needs this opportunity as much as Wesley does.
