So...okay, in Konrad Curze's primarch book, when he kills that suicidal woman, she admits to striving to move to the neighborhood of City's Edge in Nostramo Quintus, saying something along the lines of "Doesn't everyone want to live there?". So from this context, we can infer that City's Edge is a nice (comparatively speaking, I don't think anywhere on Nostramo is nice) neighborhood in that hive city.
The only other time I've seen City's Edge mentioned is when Trez says Sevatar is from there.
