Billy's not smart but he certainly isn't stupid. He's pretty observant when it comes down to it. Maybe he just recognizes people who have been through shit. He, unfortunately, sees everyone as 'weaker' than him. And it's not even because they are inherently weak. Rather, he has to make himself the bigger threat - a whole lot of posturing and peacocking. He assumes about her (and most of the people in Hawkins) they come from small, isolated, and sheltered lives. That if they were in his shoes, they would crumble. So he doubts her resiliency and ability to endure.

Sometimes, she was waiting to wake up. The hours would go by and she would realize she was had never fallen asleep. Nothing seemed real when she got like this, consumed by it all, and not fully understanding why no one believed her.

And when she did sleep, it was plagued by memories. Of her sister dying for nothing, of reappearing ghosts of the past, and how she had someone managed to survive despite no one else being able to. "No, I can't." And she didn't know what was worse: enduring her nightmare painfully aware of her loss or reliving it. "What about you? Why're you awake?"

Fear was one of those all consuming things. Perhaps Billy should have been better equipped for it given he had lived nightmares for as long as he could remember. All he knew was in this world he was willing to take and fight for whatever he needed, fists bloodied and bruised; he wasn’t going to let himself drown in the fear of anything. 

He knew what it was like to be scared and shaken by it, cornered by some metaphorical monster and at times, quite literally. He scoffs under his breath. He’d just show the world why they had reason to fear him more. “Nothing gets to me anymore. Not like that.” After experiencing hell, what could possibly be worse?
