ok I just want to talk about the in-world logistics of the Elite Penguin Force for a sec. We know that, canonically, the island is aware of the existence of the EPF as a secret agency, and that it’s only the identity of individual agents that is kept out of the limelight.Â
But logically, how tf does that work?? Like, with the PSA, at least the Sports Shop was a legitimate shop that actually sold the sports catalogues and such, so that penguins Not in the Know could feasibly have no way of pinpointing that it was anything more than it appeared. But with the EPF it’s completely different. Has seriously no one ever noticed that Everyday Phoning Facility and Elite Penguin Force share the same abbreviation? That their logos are the same shape? That the Everyday Phoning Facility is this huge, empty (at least pre-2013), otherwise useless-seeming building that just screams “I’m obviously a front for something else”??Â
After the 2013 renovation at least it looks like an actual office, but what about all those years before that when it was just this huge ominous room with no apparent function? Plus if we consider this comic, which looks like it takes place after the 2013 renovation:

they don’t even let the general public use the phones?? (Maybe we can consider that some of the phones are legitimate while some, like the one in this comic, are just a front, but even then, shouldn’t at least one penguin have noticed the Weirdness of it all??)
What about all those times when Herbert very visibly and publicly attacked the Everyday Phoning Facility while loudly announcing that he was going after the Elite Penguin Force? What legitimate, in-universe function does the facility serve, if any at all??
Do regular civilians ever notice that their buddy spends suspiciously long amounts of time at the Everyday Phoning Facility, often returning dishevelled and weirdly quiet about whatever antics they must’ve gotten into in an otherwise mundane office? If a penguin ever tells their friends that they’ve gotten a new job at the Everyday Phoning Facility, do their friends just accept that explanation at face value, or do they ever go, “ah, so you’re just a totally normal employee at the totally normal, non-suspicious phoning facility down the road, huh? suuuuuuure.”
