i had already previously done dess's design... now here's noelle!
couple notes regarding overall:
both live in snowdin with their mother, Carol
their father Rudy fell down 2-3 years ago from terminal illness
Noelle and Carol took Rudy's passing far harder than Dess did. It's been several years and Carol specifically is still in shock. Her grief is loud and 'ugly', whereas Noelle's is subdued.
Because Carol is still so bereaved, unable to accept what happened, Dess has taken on a sort of parental role towards Noelle, even more so than she did prior.
