For your community leader au, I have to know, what does the obviously staged kidnapping look like? Are there koopa shells just casually littering the crime scene or something? Or Bowser's insignia scorched into the wall in such a way that Luigi takes one look and goes "someone clearly used petrol to do this, I can smell the fumes a mile away"?
Claw marks on surfaces that had no reason to be scratched, muddy footprints in an area that hadn't had rain in days. Somebody did a decent job of copying Mario's handwriting to leave a note saying he was investigating some "suspicious koopas" out in the street, but they spelled "ciao" c-h-o-w. Luigi's offended enough that he almost forgets to be scared for a whole twenty minutes.
