Okay so Valerian is from Mojoworld, where he was a mutant gladiator for Mojo’s entertainment. He eventually escaped with his mentor, Shatterstar, to the present time and joined the X-Men (then later X-Trenary). His gladiator name was Ultrastar, so he adopted that as his alias
He has both an 80s glam aesthetic and a futuristic cyberpunk aesthetic, he totally misses home even though he was forced to fight and kill there, he just misses the look of it so he literally created his own city (with the help of Nina, who used her inter dimensional teleportation powers to help build it authentically) and named it Cyber City
