Such were the very first words on the very first hours of Dr. Paulyn Jean Rosell Ubial upon her July 4th induction into office as the country’s Health Secretary. A statement that highlighted a Rappler news story now seemingly proving to be providential and disturbing.

With a start-up budget of P154 billion at her disposal, she promisedto maximize the use of said intcreased budget allocation of the Health Department

Seven ((7) months into that declaration, Secretary Ubial delivers her promise – By taking foreign and domestic trips in record-proportion.

A 3-day foreign trip to Cuba August 23 to 26 with a ‘maximized’ 15- member entourage. Charged to the Health Department, Ubial seemingly took advantage of the President’s offer to visit Cuba. Where are her learnings from Cuban’s best practices? What have we to learn from the other 14 members of her entourage?

A busy month thereafter as Ubial further ‘maximized’ the department’s budget with 6 foreign trips, setting a new record on the department’s travel history. Incidentally, no other Health Secretary has ever made that much foreign trips on the first 2 months in office.

Europe. America. Middle East. All over Asia. And all over the Philippines – again and again – Ubial scored and is scoring high earning her the not-so-silent monicker, “Junket Queen” of the Duterte Cabinet.

All “On Official Business,” it is noteworthy to sadly point out too that these domestic travels would see Ubial with an entourage of family members. Here’s some of the social media posts by Ubial’s son Karl, a regular sight at the DOH. Information disclosed that Karl Ubial is a “consultant” of the Department, particularly of the Office of the Secretary. While on a “One Peso” renumeration, regional DOH offices and local Health offices would pay for his hotel and related expenses during travels with his mother.
