General Electric built 223 U23C’s between 1968 and 1973, but 170 of those were exported to Brazil. Santa Fe had the largest domestic fleet, with just 20 units, followed by Penn Central with 19. The Burlington picked up nine, and five went to the Lake Superior & Ishpeming. There were no other customers.

Built by GE in April 1969 as CB&Q 460 ( c/n 36988 ), it became BN 5200 and was retired by the BN in June 1984. It is seen here in storage at Cicero. It was the first of nine U23C's ordered by the CB&Q ( road #'s 460-468 ), the last new locomotives acquired by the Q before the BN merger, and the only CB&Q GE locomotives not delivered in Chinese Red paint. The U23C's were delivered in the per-merger green with three white chevrons on the nose.
