As Arséne: He is around Gabriel’s height. He has short yet styled Dark brown hair and brown eyes. Decent build, usually wearing a button up white shirt and black slacks. Black suit jacket, that he takes off with a flourish.
As ‘Emperor’: His transformation looks more like a tuxedo, with a black bow tie, looking to be made of a similar texture to how Hawkmoth’s costume is. White gloves, and black shoes. He also gains a long gold scarf. He wears the gold monocle over her left eye. His hair becomes Jet Black and his eyes change to gold. His eye mask is black. Wears a top hat with a gold ribbon around the base.

Arséne is a calculating and polite individual. He is always presenting himself in a formal manor. Speaking in eloquent sentences when spoken to. He rarely starts a conversation unless he has some sort of intention, showing how strategic he is around others, only speaking when there is some sort of advantage to be had.
He can be quite charming, in such a way that can have some people swooning.
Outside of this sculpted persona he is rather sarcastic and impulsive, while usually meticulous in his plans, he has a bad habit of changing them without a second thought.
He does seem to have some sort of gentleman code and refuses to break it. But this does not make him morally good or bad. Despite his color scheme his motives are not black and white.
As Emperor, he is extremely arrogant. He likes to taunt his opponents and loves commenting on their mistakes. He gives off an impression that he is hardly taking the situation seriously. He loves to be entertained and his own enjoyment is put over everything else. If he is not entertained he will simply leave.
The Guardians have been after his miraculous ever since their return and he has evaded their efforts with apparent ease. Constantly taunting them over their failures.

As a civilian, Arséne is still quite a talented individual. He is multilingual as he speaks French, Mandarin, english, and Spanish (mentioned but never shown).
He is a capable hacker being able to deactivate security alarms without much difficulty.
He is comparable to that of a standard athletic human. He does show incredibly fast slight of hand, able to easily pickpocket someone or take whatever someone is holding without them physically noticing.
Like all Miraculous users, he gets super strength and agility.
He is a skilled combatant , In his first clash with them he was able to fight Ladybug and Chat noir single handedly while holding a large bag of money in one hand and not even using his weapon.
His weapon is actually a scarf which he uses like a third arm that can extend. He can use it to swing about while keeping his arms free.
His top hat seems stuck to his head, similar to how the masks are stuck to the miraculous user’s face. The reason for this is not explained.
Special ability: Chill out
The user freezes time around him for a short period of time. In that brief window, he can move and even alter the trajectory of moving objects and people that are frozen, snatch objects, etc. As an Adult, he can use this power without worrying about about detransforming like younger heroes do. Though each time he uses it as an adult the amount of time it is stopped is lessened unless given time to rest. At its freshest, it can freeze time for 10 seconds.

His penguin Kwami Companion. He is the Kwami of Calm. He is not neglected or treated cruelly. Tuxx is arguably the only being Arséne respects the opinion of as much as himself. Both have a mutual bond and Tuxx holds Arséne over the guardians and other Kwami. Willing to work with Arséne. Tuxx finds Arséne quite entertaining and despite being the Kwami of calm, longs for excitement and the man delivers. Along with high quality sushi.
