Higgins secured 59% of the vote, or 22,142 ballots, against Emilio González's 15,097 in a low-turnout race with about 37,000 voters.
The officially nonpartisan contest followed a first round on November 4, where she led with 36% to his 19%, and drew national attention with Democratic backing from the DNC and Republican endorsements from trump and DeSantis.
She pledged to tackle housing affordability, climate resilience, and transit, vowing to make the largely ceremonial role full-time amid local priorities in trump-won South Florida.
