“Rika? What… do you mean?” A bit taken aback by this statement, Mion could only blink in confusion. Fooled?How? Surely, Rika must be joking…?

There was quiet for a bit after that. Along with the cries of the cicadas droning on in the background, Rika's sudden shift of posture and and drop of temperature made the whole scene seem... unsettling, somehow. Eerie. The miko ambled around the abandoned van (nestled so far in the junkyard, too; isolated) and then stopped, tapping on the window and lingering as if waiting for a reply that wouldn't come. 

"...I didn't hear anyone crying for help, Mion." 

“That was a lie, you know...? As if someone could hear anything here from the road.”

She turned on a heel to face Mion, and as if suddenly amused by something, ...slowly smiled. It was a bitterly cold smile, devoid of any real enjoyment or compassion; a cutting smile certainly unsuited for the face that normally smiled so warmly at others.

[I think they all were at one point. Rika came first, of course, but as the time lop started, she had to be protected. Since she wouldn’t be able to handle all of the memories of being brutally murdered every time, so Frederica Bernkastel was created as an overseer. An archive, perhaps. Either way, she is the physical manifestation of all the Rikas that failed to escape the time loop. All of her cynicism, detachment, and bitterness comes from.

Later, when the game of Higurashi was won and the Logic Error was fixed, there was no need for Frederica to exist. Then when Saikoroshi-hen happened, Rika acknowledged that she had no more reason to keep Frederica, so she ‘let her go’. This translates to Frederica being set free from the Fragments of Hinamizawa, and then she was granted the title of the Witch of Miracles, and the rank of Voyager, and became Bernkastel.
