You're at a serious advantage if you get at least one of these in your opening hand, and cycling 0 means that if you draw one later, you can get a new card for free anyway. Why would you not run this? And why is it named after another OP card?

Didn’t we learn from Mental Misstep that giving every deck access to a counterspells was a bad idea? And this is an unconditional 1-mana counterspell for the low cost of 4 life, assuming you don’t need to cast a 4th copy and poison isn’t running around everywhere...

Balanced because it enters tapped.
