Cas telling Jack the same thing Dean told him all those years ago.

after the burning dean must’ve realized he didn’t even have a picture of cas. and he probably didn’t take that very well. he looked frantically in that pile of pictures but didn’t find any.

so he decided to scatter the ashes. because cas deserved a quiet place to rest. and because that way dean had something to hold on to. not a picture, but at least a tangible place that felt like cas. he looked for an appropriate place. and that windmill seemed private enough. “zen” enough. for cas to rest. it needed to feel like cas. but also. be worthy of cas. so he scattered the ashes. and came back many times. because he had barely anything left. of his beloved angel.

which is why he took a picture of him. during tombstone. because he did not want. to have nothing but ashes. and memories left. if this ever happened again.
