As usual, @intergalactic-zoo​ makes a lot of good points. Interestingly though, while it’s true that historically as of the 90s-00s most writers defaulted to the big guns and left his C-listers fallow and failed to make memorable new characters, that seems to have receded since the start of the New 52. Morrison hit the high points in his first arc with Lex, Metallo, and Brainiac, with Mxyzptlk appearing throughout his run, and Doomed had a Doomsday/Brainiac combo, but other than that it’s mostly been new villains and minor returns of old favorites. Luthor hasn’t been treated as a villain in years, Brainiac’s been off the board for some time except in some GL comics, Doomdsay made a return for one arc but has thankfully been largely absent, Bizarro’s his own thing at this point, Zod’s had two arcs where he’s one of multiple villains and a Suicide Squad stint, and the other classics only really reared their heads during that recent Revenge Squad story Jurgens did. It doesn’t help that for lots of them, showing up is a Big Event unto itself and the company focus is clearly too far off Superman for that to happen, but I think it’s also a matter of the New 52 wanting to build up a new Edgy rogues gallery for him, constant crossovers making traditional Superman arcs a rarity, the New 52 teams never getting as long as they clearly thought they had to build up to things, and now the current teams being locked in for long hauls and having space to breathe. All this isn’t necessarily an improvement, but the mood seems to have shifted, even if that shift feels less motivated by “let’s not overdo the classics” so much as “let’s stop doing big ambitious things with Superman”.
