I am actually using this one right now to help me construct a game. This is a very useful but often unheard of tile map editor that is free, and very useful to game developers. It has a simple interface that is easy to grasp, and comes with many functions for editing your tile maps. Simply import a set of tiles that you want to use in your game, plot them on the grid, then export them as either a large bitmap, or as a text file with an array for use with various programming languages, including ActionScript, among others. Something no game developer should be without!
