Fun Fact about Thief: Canonically Garrett doesn't kill. This isn't a moral issue, it's simply a matter of professional pride.
So on Expert mode, which is the canonical (and best) way to play the killing of any human is completely forbidden (lower difficulties allowed for the killing of hostile enemies or, on the lowest setting, any human).
Except in The Lost City (Thief Gold version). Thief Gold made several changes from The Dark Project, including three new missions, and tweaked vanilla missions. One of the new missions was about robbing The Mages Tower and one of the tweaks added a few mages to The Lost City.
Now, The Lost City never had any human enemies in TDP. This means that the mission objectives never included the 'don't kill' condition.
And neither does Thief Gold.
You can murder these guys however you like in this mission and it won't affect the outcome.
Obviously the Doylist reason for this is that the devs forgot to include ths condition after adding human enemies to the level, but the Watsonian reason (and my headcanon) is that Garrett just hates these guys.
Which, having gone through The Mages Tower, is perfectly reasonable.
Money is good. I love it and it loves me.
