Windows added a "unique device identifier" (GDID) that will henceforth assign anything—and I mean pretty much ANYTHING—that you do (or have done) on any Windows device to your Microsoft account, and no amount of VPN usage or TOR browser or proxies or anything else can hide your identity anymore because there's a unique ID that tags everything as "your" activity. Oh, and it also can't be turned off.
