I really do like that PZH Winema Wazzo was introduced and was a strong critic of the entire concept of The Legion from the perspective that "hey these are kids wtf are you guys doing???" but the writing lost the plot entirely as she became more cartoonishly objective and instead of directing her anger and ferocity at the politics involved, she turned it frequently against the kids she claimed she was trying to protect.
It would have been more compelling to me if Winema remained as a strong opponent to The Legion and was a loud critic of the idea of making 14 the age of majority, because a 14 year old cannot undertake the responsibility of an adult and it is unreasonable. The very concept of The Legion is flawed and in many ways heinous, particularly when the United Planets turned the whole concept into a DRAFT and a political move to boost UP membership.
I do not believe Winema should have lost her more distasteful personality, he abuse of Tinya and treating Tinya as an extension of her herself is interesting, but I think she could have been a more realistic voice of reason.
To give her even more depth, I would have liked to see her simultaneously be correct that The Legion is inappropriate, that 14 year olds are not adults, but also have her believe that 14 year olds are more childlike than they are.
She gets 2/3 right, as a treat. It would have been compelling to see her as a foil and see her grow as she begins to understand that while YES 14 year olds are not adults, they aren't babies either like she thinks.
They are something else entirely. They are teenagers.
These particular teenagers though were never allowed to be anything else though, they went from children to adults overnight.
Anyway, there's a lot of ways to make this whole concept mean something more than what we get frequently. Winema had great potential but she sort of was just... shuffled around willynilly and was at times almost cartoonishly reactive.
