City pop was not, for the most part, an albums game. Of course, the era had its long-play classics, but compared to the vast amounts of Japanese pop released in those bubble years, so many more artists excelled in individual tunes. And that’s how Kaoru Akimoto’s Cologne best succeeded, too. The best bits here (‘Narushisuto’, ‘Dress Down’, ‘Wagamamana haihīru’ etc) are prime techno-pop, driven and innovative with big hooks and flashy swagger; one is never left wondering why, so many decades on, Akimoto still has her fans. But Cologne is far from all good. Around half the record is meandering, whimsy pop filler.
