(Answering these together because there really isn’t much on Tartar)

There is indeed a Singular paragraph about Tartar. I don’t think anything in this is really new info at all? It’s written as part of an in-universe article, so I guess they only wanted to include information that’s “feasibly” obtainable by people that inhabit the world. Though I call bullshit that regular ass journalists can figure this out but 

Commander Tartar info included in The Paragraph:

Tartar is a goopy AI, made by a human professor (I guess the implication is that The Goop is Tartar’s “actual body”, not the phone?? Unclear)

Tartar has been gathering data about the sea creatures, especially the Inklings and Octarians, for a very long time, as they seemed the most likely candidates to be the successors of humanity

the sea creatures just kept repeating conflict over turf, not showing any signs of evolving. 

Tartar despaired at the stagnation, and performed experiments in the Metro in order to create the next Humanity with its own hands

There is an even smaller paragraph about The Phone in which it’s stated that while its appearance is of an ancient communication device, it is actually made up of the newest tech. The Phone can scan Octarians and give them an ID in order to distinguish between individuals. 

I’m having a bit of trouble parsing this ask but if you don’t like the tartar talk you don’t have to participate it’s cool, I’m just yelling into the void about a phone I don’t like but think is conceptually neat

If i understand this correctly then yea villain talk always has the chance of attracting… Oh You Know… “uwu they’re just misunderstood baby” type people… So I tend not to say stuff about villains and antagonists to avoid those people and also getting mistaken for one of em? But I wanted to talk about The Phone because robots are cool and have the potential to be scarier than any meat brain character imo

Something like that is probably likely! We can also assume that their criteria for a “worthy” civilization is probably super specific and highly unlikely for anything to meet? Whether that’s what criteria the Professor actually gave them, or something that Tartar came up with based on what information they had about their task and the Professor’s wishes. I can see either being likely, you know, like the Professor didn’t want humanity’s knowledge to be used for the new civilization to destroy itself, so it would make sense that one of the possible criteria for a “worthy” civ is that it’s peaceful and doesn’t fuss over trivial things. The Worthiness Scale as a whole is probably measured based off of a hyper idealized version of humanity? Or a human’s idea of a utopia? Which… is probably next to impossible to develop naturally. Tartar might have realized that it’s impossible, or at least that it’s not going to happen while they’re functional, so they changed their mode of action from “I will wait and see” to “I’m going to do this my damn self”
