There is indeed a Singular paragraph about Tartar. I don’t think anything in this is really new info at all? It’s written as part of an in-universe article, so I guess they only wanted to include information that’s “feasibly” obtainable by people that inhabit the world. Though I call bullshit that regular ass journalists can figure this out butÂ

Tartar is a goopy AI, made by a human professor (I guess the implication is that The Goop is Tartar’s “actual body”, not the phone?? Unclear)
Tartar has been gathering data about the sea creatures, especially the Inklings and Octarians, for a very long time, as they seemed the most likely candidates to be the successors of humanity
the sea creatures just kept repeating conflict over turf, not showing any signs of evolving.Â
Tartar despaired at the stagnation, and performed experiments in the Metro in order to create the next Humanity with its own hands
There is an even smaller paragraph about The Phone in which it’s stated that while its appearance is of an ancient communication device, it is actually made up of the newest tech. The Phone can scan Octarians and give them an ID in order to distinguish between individuals.Â
The book does not use gendered language for Tartar in any of their forms.
