As far as I remember, he had his Awakened army even back, but we don't get specifics how he raised them all (I think). Possibly a separate version of necromancy? It may have to do with the fact that he's an undead Lich himself, but very little of his backstory is revealed in either game (and it's hard to trust anything he claims himself)
hmm yeah the only liches iām familiar with are the ones that are made by and slaves to zhaitan. i hope we find out how joko works

I would also say that's why Palawa Joko stands out, since he uses actual humanoid bodies and even souls of the dead
yeahwhat joko does is really fucked up. iām not really all that up to date on gw1 stuff so i dont know if heās using necromancy or like something else to make his armies? itās interesting that heās like a mini zhaitan

There's also Vizier Khilbron, the guy who was influenced by Abaddon to destroy Orr, who became an Undead Lich due to that event. He was killed by the heroes in the first GW1 story

@talonticus, I love Kreia. She is flawed as fuck, super complicated, incredibly interesting, passionate, and has my heart 4ever. This is making me want to play the damn game again and PC version is about as jarring as DA:O on PC, so thatās saying something.

itāsĀ combined with Lanaās old SoR and her ānewā outfit with a black/red dye (plus new boots cause they look badass and may so happen to be the same as Zakashās xD)
I love it cause it actually makes her look like sheās part of the alliance, and a co-leader as she really is. Donāt get me wrong I love her āoriginalā kotfe/kotet outfit, but it didnāt have the alliance colours.
