I think the previous empress dowager is Evil in the way she also used women with Shenmei being the most prominent example, outside of politics, she had shenmei become a high ranking courtesan with the knowledge that her son would not even Look at her because she was an adult and instead went for her young ass lady in waiting despite knowing what that would look like for Shenmei. It's so unnecessarily evil and cruel that the fault lied in Shenmei and she was shamed for not being desirable to the emperor instead of the emperor being shamed for being a literal pedophile or even having compassion and sympathy for Taihu for becoming one of his innumerable victims.
Instead one was shamed to the point of corruption and an insatiable desire for beauty and looking as young as she possibly can because she was made to feel like she wasn't enough and failed to please the imperial family before she even got a chance and then she spent the rest of her life denying herself the love her husband waited to give her for most of his life and was utterly consumed by revenge and hatred. The other was forced to stay in the rear palace until she died and she had to be there knowing that a boy walks around looking just like the man who ruined his life. When she died, she was laid to rest at the exact place where her life ended many decades ago.
Shenmei was allowed to leave because the emperor never laid a hand on her and she had a husband who tried everything in his power to get her back and he did. She had a life to go back to and a man who waited for her for years.
Taihou wasn't allowed to leave Because the emperor used her and she ended up getting pregnant and giving birth. Regardless of the pregnancy though, she still wouldn't have been allowed to leave the rear palace, she didn't have a life to return to and her family didn't want her anymore. There was nothing for her outside those palace walls.
