#tadc question

So I watched episode 9 and I do want to make it clear that I absolutely love it. I loved the interactions with all the characters, especially Jax and Pomni.

I also loved the ending where both the players and Caine come to a better understanding and begin peaceful coexistence.

However, one of the questions I have is that if all the characters are brain scans as Kinger says, how did they all come across the headset.

I understand with Grant/Kinger, Mike/Scratch, and Destiny/Queenie as they were all C&A employees, and that the project was likely Mike’s attempts to preserve his conscience due to his brain tumor.

But what about everyone else?

I’m curious to know what lead to them putting on the headset.

Also is the C&A building still active? If yes, I’m surprised someone hasn’t realized what is going on with the server the Circus is running on. If not, then how does the server even have power?

Again, I love the finale but these questions have been nagging me.
