I think I'd like to make Toga something special as well. I think he could make a pretty decent antagonist for Ayano. For instance, in his constant strolls around the school, he might notice something different happening than usual and may look around to investigate.

He and Kuroko are on regular speaking terms, so he may bring this up to her, and she may send someone to investigate. That's what I assume someone with as much time on their hands as Toga does would do.

A task I also had planned for him was that he had Ayano ask each club leader what they thought of him and how he performed in his time there. In the end he might end up trying for the Student Council instead, which in turn would give him more authority to investigate whenever Ayano decides to screw with something.

I'm sure that the only reason he would want to investigate Ayano when something goes wrong is because he notices how often she changes face. With Horuda, he's obviously concerned for her mental health.
