The Surfer Lore™: the surfer used glitches to stop time so that johto games don't canonically occur. everyone still ages (the surfer and blue are adults now for example), but the world never progresses. no new innovations, no new pokemon discoveries. it's like the whole world is stuck in the 90s. the surfer justifies it all by saying shit like above but really it's because they know that kanto's glitch pokemon can't exist past gen 1. surfer doesn't want to see NaN get turned into a johto pokemon so they're keeping kanto in the past to prevent johto pokemon from ever being "discovered" which would cause all glitch pokemon go extinct
