HOPPER isn't himself because he's trying to protect El, making sure she doesn't follow after him, doesn't put herself in danger.
DUSTIN isn't himself because he's trying to protect his friends, he's pushing them away to make sure they don't try to sacrifice themselves FOR HIM!
They're both equally the same, one's protective, the other is self-sabotaging.
They need to cover the emotional aspect of things in Volume 2
