First impression: Neal is actually the reason I started watching the show. A friend of mine, based on my love for Ocean's 11 and my appreciation for smart (and not-violent) thieves, recommanded the show to me. And I did like Neal's character right away. Smart, ressourceful, with a big heart, a bit cocky too. It didn't hurt that he looked like Matt Bomer either.
Impression now: Still like him (though Peter stole my heart - that wasn't the plan). He's grown. He's learned that his actions have consequences, and he's become aware that being a criminal is wrong. Though he still enjoys it. I do hope - for the sake of his character's arc - that he didn't go back to the life after the finale.
Favorite moment: Neal immediatly and without hesitation giving up the treasure to save Elizabeth in S3. Not even trying to come up with a plan to save the treasure or anything. And the way he stayed by Peter's side because Peter needed him. Neal is an idiot sometimes, but he's a good friend.
Idea for a story: it's night time. Two shadows passed through a gallery of statues lit by the moonlight. They stop by Mona Lisa, who smiles at them. Mozzie disables the alarm system while Neal cuts through the glass and retreives the painting. They exit without leaving any traces behind. The next day, their consulting company reports to Le Louvre that their security needs upgrading.
Unpopular opinion: Neal is very much an adult and is responsible for his actions. When he does something wrong, it's his fault and his mess (something he doesn't deny but the fandom seems to, sometimes)
Favorite relationship: Peter & Neal obviously. That's the core of the show. Though Neal & Mozzie too. And I did enjoy Neal/Sara.
Favorite headcanon: He's now a free consultant for the FBI. As he has no obligation anymore, he only works on cases interesting enough. It helps him control his itch and he and Peter enjoy it too much to let it go.
