To the mafia: They've just started a very dangerous operation. How are they ensuring everyone knows what to do but nothing ends up in the wrong hands. General: Your clan has just found an abundance of a material they thought has no use. Do they try to do something with this new resource?
You only know what you need to know in the mafia. The higher ups, who oversee the whole thing, obviously know all/almost all of the plan. They do not, however, actively take a role in the operation. The lower ranks are the ones getting their hands dirty. It ensures that if it comes to dropping everything and running, those that fall into the hands of the law can’t betray everything, even if they wanted to.
Rank also comes into play with handing certain parts of an operation. The delicate, important pieces are generally given to the higher ranked and more experienced members. They’re most likely trustworthy enough to handle it.
Both groups would attempt to use the new resource in some form. Neither can afford to waste anything, after all! The Mafia might be more quick to abandon it if attempts to study it are fruitless. While the Soang can’t stay in one place for long, they’d probably take a sample and ask around on their travels.
