Elliot didn't commit crimes or have ever used his abilities for controversial purposes. He was simply a dedicated man, passionate about his family and the people around him. Why would The Spectre lock him up in a place of eternal suffering? The answer is actually much simpler than it seems: The way out of Forsaken is forgiveness. They need to forgive to get out of there. Elliot couldn't forgive 007n7 and, therefore, was doomed to go to this purgatory. 007n7 wasn't brought to Forsaken for nothing. He's an essential piece in Elliot's conflict and Spectre put him there so that Elliot would distance himself even further from the possibility of escaping. Seeing him should be a distressing way to relive past pains, right? That's where Spectre's dumb ahh move is revealed: Elliot, seeing 007n7 experience suffering similar to his own during the matches, gets closer and closer to forgiving him. Elliot is an essencial key to freedom because he is the closest they can have from forgiveness. His name is directly connected to the divine.

But, in his case, the guilt doesn't stem from his inability to forgive the other person but rather from his inability to forgive himself for what he did to others and to c00lkidd. Spectre believed he would create an even greater conflict by keeping them together when, in fact, it accidentally created the cure for the disease it created. It kept people together long enough for them to see each other crying, suffering, and lonely. He created such a desperate scenario that the only way to revive it is by seeing hope in the cracks of darkness.
