A young tomboy named Cebe (Linda Manz) turns to the chaotic dogma of punk rock when her hero Elvis dies.

Cebe's love of Elvis comes from her alcoholic father (Dennis Hopper), who's been in prison for five years after a drunk driving accident that caused the deaths of a busload of schoolchildren.

While her father is in jail, Cebe is left living with her promiscuous junkie mother.

She doesn't have any friends, is constantly hit on by her mother's gross male companions and idealizes her relationship with her absent father.

As with Kristy McNichol's traumatizing turn in the same year's Little Darlings, Out of the Blue's teenage awkwardness comes across as very real.
