What coordinate system do our shapefiles use?
We frequently get questions about what coordinate system our shapefile datasets use. The answer is State Plane Illinois East NAD 1983.
It is important to note that this answer applies to the files we upload -- those of view type Files and Documents and “Original” exports of our newer map format. The “Shapefile” exports are created by the Data Portal software, even if the original file was also a shapefile, and use WGS84.

happen all day to the delightful individual who just sent me the shapefiles I needed but couldn't access on a website (THE ONLY WEBSITE THAT HAD THEM) because of broken links.

ARCgis - how to save a selected shapefile
Get shapefile from ESRI, in my case from here
Open the Shapefile: File > Add Data > Add Data
Limit the data to your selection: Selection > Select by Attributes > choose a method (e.g. dbl-click “STCOFIPS) > click ‘=’ button > click “Get Unique Values” button and dbl-click value (e.g. ‘37063’) > OK
Pan to selected features (optional): right-click on layer > selection > Zoom to Selected Feature
Save selected data: right-click layer > Data > Export Data > (selected features is selected by default) right-click the folder to choose a location > Save as type = ‘shapefile’ > right-click ‘+-folder’ to put it somewhere (check "look in" section) > Save > OK > ‘yes’ to add the selected shape as a layer
Optional: right-click to remove unneeded layer
exit
Fix the Projection (too) (assumes you skipped step 7 above)
View > Data Frame Properties > Projected Coordinate System > State Plane > NAD 1983 (US Feet) > (choose the appropriate selection, closest to the selection from above) > OK > Yes
Then do a join, but you may need to massage a number-to-text field conversion as noted here.
