As the name implies, this android was designed for use by law enforcement and military personnel in seek and destroy training. Such androids were often production line rejects, or else exhibited a glitch, homicidal streak, or were unable to comply with their prior owners. Others were turned into moving targets because they were obsolete models from other industries, insane, witnesses to a crime or political shenanigans, or thrown together from an assortment of other androids and bought on clearance.
