True, but some inaccurate.

I found a 1902 New York Times article talking about the history of the seedless orange. While a woman named Mrs. Nellie Desmond was in Bahia, Brazil, visiting her brother, some natives brought her a seedless orange. She asked where they came from and was told that they came from a mutant tree. After her return to America, someone arranged for the American embassy in Brazil to bring some of those mutant trees back to America. But those first seedless orange trees weren’t planted in California. Instead, they were first planted in an experimental garden in Florida before being brought to California.
