Probably just level it up, but there's potentially some Fake Mew Cheat-Tier shenanigans involved instead.

This pokemon evolves when you let it taste the nectar from a particular flower deep in the Obligatory Forest Level. for bonus points, the game operates on a BW-style seasonal calendar and the flower (or possibly the entire side room) is only present during specific times of the year
