That came from a "blind item," which is basically a story that has had all the facts stripped from it and just leaves a vague and ambiguous story. The story in question is that there was a high-profile event at which a b-list actress who "isn't out of her teens" was heard muttering something racist about "a current Victoria's Secret Model." People have guessed it was Chloe Moretz, but only because she at one point happened to be at the same event as a Victoria's Secret model whose husband was black.
However, even though the "blind item" claims that a bunch of people overheard it, it doesn't name any of those people, and no one seems to have talked about it other than the people who wrote up this story.
The problem with "blind items" is that they're not verifiable in any way, and they're written in such a way that they're vague enough to apply to a whole lot of people, but specific enough that if they turn out to be true for one celebrity, that person might think they've been found out and pay the author to keep quiet.
For example: If I were to release a "blind item" that a Teen Heartthrob was seen with another man in an airport bathroom, it's a win-win-win scenario. If I'm wrong, there's no way to prove it, because people will claim it's just being "kept under wraps." However, if there's even one teen heartthrob who is actually caught with another man in an airport bathroom, they might come pay me to keep me from telling anyone. Even if they don't and the real story gets out, I still look like a great journalist because I was the first to report the story.
It's junk journalism. It's like a fake psychic asking if you have a dead relative whose name begins with J or M. Plus, Chloe Moretz' involvement in that story is 100% pure wild speculation. I'm not saying it's impossible, and I certainly hope it's not true, but given the source of the information I have absolutely no reason to believe it is true.
