Grace's absolutely was and that's part of what makes the story so good, especially the scene where Grace gets sent off to die by Stratt. The world literally at stake and the tragedy of both the person tied to the tracks and the person pulling the lever is part of what makes PHM so amazing
BUT THAT'S NOT WHAT HAPPENED WITH SIMON! Simon's death didn't help save anyone nor was it meant to. Sure, he was given tasks that would've helped the survivors, but the prime reason he was down there in the first place was to be executed. He was the convict, he was the butcher, he was actively being murdered by the people in power
Ava literally says "We can't afford to be sending people to their deaths" and the COI does it anyway because they're more concerned about punishment and staying in power than the wellbeing's of the few people left. He was on the SM-13 for fuck sake! THERE WERE 12 OTHERS. THEY DID THIS MORE TIMES. TO PEOPLE WE WILL NEVER KNOW ABOUT. AND THEY'LL PROBABLY DO IT AGAIN.
Simon's death was explicitly a planned punishment for him. He was not a random "innocent" bystander who got fucked over by circumstance, that's not where his tragedy lies. His tragedy is in how we know his horrible past and can still see his humanity, we know he still has the capacity and the want to do good and help people. His tragedy is that he was never given the chance. He just wanted to live and he was never allowed to by those in power.
